Getting the procedure right before the border

Customs work starts long before a vehicle reaches a border. We help shippers, consignees and overseas forwarding partners identify the documents, responsibilities and hand-offs a movement into, out of or through Azerbaijan will actually need, and fold that into the transport plan rather than leaving it to be discovered in a queue.

The right procedure depends on origin, destination, customs status, route, Incoterm and carrier. TIR, EX1 and T1 are not interchangeable labels: each serves a different purpose, is used by different parties, and has to be opened and completed correctly. A CMR consignment note sits alongside them as evidence of the carriage contract, but it is not itself a customs procedure. We confirm what a movement genuinely requires instead of adding a document name to a quotation with no operational owner.

TIR carnet coordination

A TIR carnet supports international transit in customs-approved, sealed road vehicles or containers under an international guarantee, which can remove the need for a separate guarantee at each transit border. It works only where the operator is authorised, the vehicle or container is approved, and the customs territories along the route participate in the system. A truck is not "TIR" simply because it is crossing a border, so carnet availability and vehicle suitability are confirmed before loading. Customs retain the right to inspect and reseal a load.

For road freight involving Azerbaijan we check whether TIR is required, commercially useful and operationally available. If TIR is a firm requirement it should be stated at enquiry stage, because it narrows carrier capacity and can change both route and rate. Where TIR is not available, an alternative transit arrangement has to be agreed rather than assumed.

EX1 and the EU export declaration

An EU export declaration — usually called an EX1 in freight correspondence — is generally required for Union goods leaving the European Union, subject to limited exceptions. The exporter or its appointed customs representative lodges it with the customs office of export, together with the commercial invoice, packing list, exporter and declarant details and the authority to declare. The declaration is identified by a movement reference number (MRN).

The goods are then presented at the customs office of exit, which supervises the physical departure and returns the exit results against that MRN. Those are two distinct customs roles, and confusing them is a common source of delay. In a quotation, "EX1 included" should never be assumed: we clarify whether the shipper, carrier, origin agent or our partner is arranging it, what information is still outstanding, and whether the quoted charge covers the declaration. That matters most under collection terms such as EXW, where the split of export formalities has to be agreed rather than inferred.

T1 transit, presentation and write-off

A T1 moves goods that do not have Union status under customs control within Union or common transit. That framework covers the European Union and the common-transit countries — Türkiye among them — and it does not extend to Azerbaijan. A shipment continuing past that territory changes procedure at the boundary rather than arriving in Baku on the same declaration, so the plan has to say what takes over and where.

Opening a T1 is only half the operation. The goods are presented at the customs office of destination, the arrival and control results are transmitted through the transit system, and the office of departure then writes the movement off and releases the guarantee. An authorised consignee or customs representative can handle the destination formalities, but naming an agent is not the same as the procedure being completed. A movement left unpresented or unwritten-off creates delay, exposure against the transit guarantee and additional cost.

Before a truck moves we map that chain: who holds the procedure, who lodges the declaration, which office starts it, where it will be presented, who is responsible at destination and what data each representative needs. If the route changes, the document plan usually has to change with it.

  • Exporter, importer, consignee and customs-representative details
  • Any EX1, T1, TIR, veterinary, conformity or origin-document requirement

Reviewing documents is not the same as obtaining a binding customs decision. We do not issue binding tariff classifications or customs rulings, and classification or duty treatment can require supporting technical information or a formal application to the authorities. Our job is to find the gaps early, coordinate the right representatives, and keep the freight plan and the customs procedure pointing the same way.

Send the origin, destination, route, Incoterm, invoice, packing list and a clear commodity description. Tell us whether the cargo is already under a customs procedure and whether any declaration has been opened. If the question is about TIR, EX1 or T1, include the carrier and border plan where you know them.
