Planning Oversized and Heavy Project Cargo
Out-of-gauge moves are won or lost before anything is booked. Almost every expensive surprise on a project shipment traces back to a dimension, a weight or a centre of gravity that was assumed rather than measured.

In gauge or out of gauge — and why the measurement rules everything
Cargo is out of gauge once it exceeds the dimensions a standard vehicle or container can carry legally and safely: over width, over height, over length, or too heavy for a standard axle configuration. That threshold is where a shipment stops being a rate enquiry and becomes an engineering exercise, because from that point the route, the equipment, the permits and the lifting plan all follow from the numbers.
The numbers therefore have to be real. We need overall dimensions taken at the widest, highest and longest points including any protrusion, skid or crating; gross weight per piece rather than for the consignment; the centre of gravity; and the designated lifting and lashing points. Drawings or photographs let us validate all of it before anything is booked. A tolerance of a few centimetres sounds trivial and is not: it can change the permit class, the escort requirement, or whether a particular bridge or tunnel is available at all.
The route survey
A route survey establishes whether the move is physically possible and by which path. It works through the constraints in sequence: axle-load and bridge capacity limits, overhead clearances at bridges and tunnels, overhead power and signal lines, turning radii at roundabouts and junctions, gradients, road width at pinch points, and the condition of the last few hundred metres into the site, which is very often the binding constraint. On a corridor movement it also has to consider each modal transfer and whether the handling equipment there can take the piece.
The output is not just a route but a set of consequences. The permitted route frequently determines which border crossing can be used, which in turn determines the customs procedure and sometimes the countries transited. This is why a project shipment cannot be planned as a rate first and a route afterwards — the route decides what the rate is for. Where a constraint cannot be engineered around, it is far cheaper to find that out during the survey than with a vehicle standing at it.
Permits, escorts and the schedule they impose
Abnormal-load movements need permits from the relevant road authorities, and requirements vary by country, by load class and sometimes by the specific route. Permits take time to obtain, may be valid only for a stated period or a stated route, and can carry conditions: movement restricted to particular hours, police or private escort, pilot vehicles, temporary removal of street furniture, or utility supervision where clearances are tight. Multi-country moves need this resolved for each jurisdiction, and the sequencing has to allow for permits that expire while the load is still in transit.
The practical effect is that permits drive the schedule rather than fitting around it. A delivery date is only real once the permit lead times behind it are known, and a permit that has to be re-applied for because the load slipped a week is a cost and a delay in its own right. We plan backwards from the permit position, and we would rather present a later date that holds than an earlier one that depends on everything going right.
Equipment, by land and by sea
By road the range runs from extendable and step-frame trailers through lowbeds and low-loaders to modular hydraulic trailers and self-propelled units for the heaviest pieces, with the choice driven by deck height, axle count and the load-spreading the route requires. Deck height is often the deciding factor rather than capacity: a piece that is only marginally over height on a standard trailer may be entirely in gauge on a lowbed, which can remove an escort requirement and change the cost of the whole move.
By sea, cargo that will not go through container doors moves on flat-racks or open-tops where it fits within their limits, and as breakbulk on a general-cargo or heavy-lift vessel where it does not. RoRo deserves particular mention on Caspian routing: a piece that can be driven or towed on board avoids a lift and the stresses that come with it, which for some cargo is both cheaper and lower risk than any lifted option. Rail is constrained by loading gauge and is worth checking early, because a piece within road limits may still be outside what the rail route will accept.
Lifting, lashing and surveys
Every lift needs a plan before it needs a crane. That means crane or handling-equipment selection against the weight, radius and ground conditions, a check on ground bearing capacity and outrigger loads at the lift point, rigging and spreader arrangements that respect the designated lifting points, and a lashing and securing arrangement appropriate to the mode and the transit. Where cargo is transferred between modes, each transfer is its own lift with its own plan.
On higher-value or higher-risk moves a marine warranty surveyor or independent surveyor will need to review and approve the method statement, lifting plan and lashing arrangement, and insurers may make that approval a condition of cover. This is worth building into the programme deliberately: surveyor review is not a formality that can be compressed at the end, and a plan rejected late is a plan that delays the shipment.
Why early involvement changes the cost
The pattern on project cargo is consistent. When we are brought in at the quotation or design stage, there is still room to influence the things that drive cost — how a piece is crated, whether it can be split or partly disassembled, which delivery point is nominated, whether a marginal dimension can be brought inside a threshold, and which mode the piece is built to suit. Any one of those can remove a permit class, an escort or a lift.
